I WOULD LOVE TO START CHLOE OUT IN A SUIT, OR HARNESS BUT THE MAN I AM BUYING HER FROM TOLD ME THAT SHE IS ALREADY TO OLD TO START HER IN ONE, THAT SHE PROBABLY WOULD CHEW IT UP. SHE IS ONLY TEN WKS OLD. I WOULD LIKE YOUR OPINION ON BUYING ONE, AND HOW YOUNG YOUR BIRDS WERE IF YOU DID BUY ONE.

It's never too late to teach a dog... or in this case a bird... new tricks! Lots of time playing with the suit/harness, getting birdie used to it, getting it on birdie without him wearing it (on the back, on the belly)...
Dr C's got an amazing instructional video you can buy!

10 weeks might be a bit young to start! No, it's never ever too late.
First, build up a large bank account of trust with your baby. Positive reinforcement, target training, the DVD Elise mentioned - then go from there. Training to wear a harness is an advanced lesson... usually.
