Why can't I view the memberlist?

When I click on it, I get an error message that I don't have the permissions I need to access that area of the site.

For the protection of our members we don't allow access to the memberlist until you've been here awhile. We don't want people signing up and misusing the information to harass our long time members.

I was just curious. I am a message board junkie, particularly for all my interests in animals, and am an administrator for our message board at work, so I'm always interested in demographics - diversity of membership, how long the members have been there, average number of posts, etc. (Our forum uses phpBB software, which is not very different from vBulletin. Very interesting... my sister is an occupational therapist in AR. She frequently brings up disability rights, etc.
